History

Job Corps was initiated as the main program of the Johnson Government Government on Poverty, part of its domestic agenda known as the Great Society. Sargent Shriver, First Director of the Office of Economic Opportunities, exemplified the program on the Civil Conservation Corps (CCC). Founded in the 1930s as an emergency assistance program, CCC provides rooms, councils, and employment opportunities for thousands of unemployed youth. Although the CCC was suspended after World War II, Job Corps was built on many methods and strategies.

The first National Director of the Job Corps program is Dr. S. Stephen Uslan, who was appointed by President Lyndon Johnson and reported directly to Sargent Shriver. The current National Director of the Working Corps Office is Lenita Jacobs-Simmons The Job Corps program is currently authorized under Title I-C of the Labor Investment Act of 1998.

Since its founding in 1964 under the Economic Opportunity Act, Job Corps has served more than 1.9 million young people. Job Corps serves about 60,000 youth each year at the Workplace Corps Centers across the country.

Feasibility

A person qualifies for Job Corps if he meets the following criteria:

  • Is a legitimate US resident; foreigners who claim to be lawful as permanent residents, refugees, asylee, or parolee, or other immigrants who have been authorized by the US attorney general to work in the United States; or residents of the US territory.
  • Meets low income criteria.
  • In need of additional technical training, education, counseling, or related assistance to complete schoolwork or seek and retain work.
  • Has signed the consent of the parent or guardian if she is a minor.
  • Have a parenting plan if she is the parent of a dependent child.
  • Does not indicate behavioral issues that might make it, he or someone else from experiencing the full benefits of Job Corps.
  • Does not require face-to-face trials or institutional oversight or penalties imposed by the courts when applying to Job Corps.
  • Do not use drugs.

Career development phase

Applicants for the Job Corps program are identified and screened for eligibility by organizations contracted by the US Department of Labor. Each student at Job Corps undergoes four stages of the program:

Outreach and Acceptance (OA) : This is the stage where students visit accepting counselors and gather information, and prepare themselves and leave for their Work Corps Centers. Transportation is provided to and from the center by Job Corps.

Career Preparation Period (CPP) : This stage focuses on student assimilation to the center, academic tests, health screening, and instructions for rebuilding and job-searching skills. Students are instructed about computer literacy, employability, and central life. This phase lasts for the first 30 days at the center.

Career Development Period (CDP) : This period is where students receive all job training, driver education, academic instruction, and preparation for life outside the Job Corps, ie repetition of CPP with actual job search.

Career Transition Preparation (CTR) : Period immediately after the student graduates. Career Transitions Specialists outside the center help in graduate job search and accommodation arrangements for living, transportation, and family support resources.

Location

There are a total of 131 Job Corps centers, including at least one in every state, one in Washington, D.C. and three in Puerto Rico.

  • San Francisco Region

Evaluation

In the 2012 Program, approximately 75 percent of Job Corps graduates are placed. Slightly more than 60 percent join the workforce or enlisted in the military, while 13.5 percent of Job Corps graduates are enrolled in educational programs. CBS Morning reported in October 2014 that several centers of the Prosecutor's Corps have been accused of falsifying student work placements and training, as well as ignoring violence and drug abuse.

In 1993, DOJ assigned a program evaluation based on the random assignment of qualified applicants to the program. The results show an impact on employment, wages, and crime rates 4 years after enrollment, but a modest impact thereafter. Young people assigned to the control group may enroll in other programs, therefore results should be interpreted as an impact on enrollment in Job Corps relative to potential enrollment in other programs.
