Oklahoma State Department of Human Services (OKDHS) is Oklahoma's government agency. Under the supervision of Oklahoma's Secretary of Health and Human Services, OKDHS is responsible for providing assistance to individuals and families in need through public assistance programs and managing services for the elderly and persons with disabilities.

The Department is headed by the Director of Human Services, designated by the Oklahoma Governor, with the approval of the Oklahoma Senate, to serve the Governor gladly. The current director is Ed Lake, who was appointed by Governor Mary Fallin on November 1, 2012.

The department was founded in 1936 during the tenure of Oklahoma Governor E. W. Marland.

History

The state institution was founded in 1936 by Oklahoma voters by amendment to the Oklahoma Constitution. By a difference of two to one, voters agree to Article XXV, a state constitutional amendment, "to provide... for the assistance and care of the needy... and other needy people." The Department was established under the name Department of Community Welfare . The agency began with four divisions of finance, statistics, child welfare, and public assistance.

In 1951, Lloyd E. Rader was appointed director of the agency, and he transformed the then-functioning agent into a model for other countries. During the 1950s, agency responsibility was expanded because other agencies were moved under Rader's leadership. Rader will become director of the agency until his resignation in 1982.

The MPs changed the name of the agency to Department of Institutions, Social Services and Rehabilitation in 1968 legislation. In 1980, the Oklahoma Legislature changed its name to the Department of Human Services. Under Rader's leadership, the agency gained a large budget with the addition of federal funds. In 1966, the agency budget was $ 235 million. In 1970, it was paid more in welfare than its neighboring countries.

In November 2012, Oklahoma voters amended the Oklahoma Constitution by issuing State Question 756, which reorganized the agency. Prior to the amendment, the Human Services Department was ruled by a nine-member Human Services Commission, whose members were appointed by the Governor of Oklahoma to serve a fixed requirement. The Commission will then appoint a director under the supervision of the commission. The 2012 amendments abolish the commission and direct the direct appointment of directors by the governor.

Coverage and goals

The Human Services Department provides a number of assistance programs to assist Oklahomans by administering federal programs for Food benefits and Provisional Aid for Needy Families; and the welfare of state children, developmental disabilities, aging, adult protection, and child support systems; and childcare assistance, licensing and monitoring. The agency also handles applications and eligibility for ABD Sooner Care, a state Medicaid program that offers health care to low-income, age, or disability individuals.

The growth of the Human Services Department has created a complex organization that includes agency leaders, division directors and regional offices in each of 77 areas in Oklahoma.

Leadership

The state institution is headed by the Oklahoma Secretary of Health and Human Services and the day-to-day operations are managed by an agency director. Under the Governor of Oklahoma Mary Fallin, the Secretary is Terry Cline, Ph.D., and Ed Lake serves as the Agency Director.

Budget and employment

The Human Services Department is the third largest state institution with annual appropriations. Expenditures made by agencies are divided into two main areas: the annual operating budget used to run the Department and funded primarily by state allocations and the Medical and Assistance Funds used to finance the aid program. The agency receives federal and state funding and has additional revenue sources. The agency receives a state appropriation of $ 587 million and has a total budget of $ 2.3 billion for fiscal year 2013.
