A lokum is a person who while fulfilling the tasks of others. For example, a local resident physician is a physician who works at an ordinary physician's place when the doctor is absent, or when the hospital/practice is understaffed. These professionals are still governed by their respective regulatory bodies, regardless of the temporary or freelance nature of their positions.

The word locum stands for the Latin locum tenens , which means "place holder", similar to the French lieutenant . The shorthand form "locum" is common in Australia, Canada, Ireland, Malaysia, Singapore, New Zealand, South Africa and the UK; unlike in Latin, the plural is locums . In the United States, the full length " locum tenens " (plural: locum tenentes ) is preferred, although for some roles, alternative expressions (eg "substitute teachers") may be more common.

In health care

In the UK, the NHS has an average of 3,500 GPs working in hospitals on a given day, with 17,000 other local practitioners. Many of these local hospital doctors are supplied by private agencies through a national framework agreement that the NHS has with 51 private institutions. The NHS number indicates that approximately 80% of the hospital locus positions are filled by agencies in this framework. The remaining 20% ​​is filled by agencies working outside this agreement. Advantages and disadvantages

Locum provides a ready-made means for organizations to fill vacant positions only (during illness, leave or for other reasons) or for which no long-term funding is available. Locumming also allows a professional to try (and experience in) various work environments or areas of specialization that may not be encountered by permanent employees.

Some local recruitment agencies now offer pre-employment (PET) training to Foreign Medical Graduates before beginning their first professional experience in the UK Primary Care System.

However, the local situation also has a number of disadvantages - temporary traits mean extra stress and work for shelters whenever they need to enter new positions, and for recruitment organizations, this generally means that the necessary flexibility (and often, lack of guaranteed earnings) should be paid a high salary. It may in the long run create higher costs for recruitment organizations rather than adding more full-time positions (especially in highly skilled, accredited professions, and unlike situations in some professions where temporary cheap labor or significant apprenticeship is actually cutting wages and reducing total staff costs).

Also, and especially true in the profession where knowing all procedures and past case histories is important (such as for physicians treating patients, who may not like to be treated by their own physicians, or with doctors who are constantly changing), lokum can provide quality lower work (or seen as disguised as such, fair or not). Furthermore, locums often experience resentment from permanent staff, for example because they are paid higher, or because they are considered less responsible.
