The Harrisons County Sheriff's Branch (HCSO) is a local law enforcement agency serving more than four million citizens of Harris County, Texas, USA. Headquartered on the first and second floors at 1200 Baker Street Jail in Downtown Houston.
At the US Census 2010, the county has a population of 4.1 million, making it the most populous area in Texas and the third most populous country in the United States. The county seat is Houston. The Harris County Sheriff's Office has about 3,500 employees and is the largest sheriff's office in the state of Texas and the sixth largest in the country. The country's number one and second largest sheriff's offices are the Los Angeles County Sheriff's Department in California and the Cook County Sheriff's Office in Illinois. The third, fourth and fifth are the Broward County Sheriff's Office in Florida, the Palm Beach County Sheriff's Florida Office, and the San Diego County Sheriff's Department in California.
The Harris County Sheriff's Office is the principal law enforcement agency at 1,118 sq miles (2,900 km 2 ) from the unrelated area of ​​Harris County, serving the equivalent of local police for approximately 1,071,485 people living in areas unrelated to the county. In Texas, the sheriff and their deputies are fully empowered by peacekeepers with wide-area jurisdiction and can thus legitimately exercise their authority in unincorporated areas and incorporated in their areas; they primarily provide law enforcement services only to unrelated areas of an area, while submitting to municipal police or marshals to provide law enforcement services for the incorporated areas. The sheriff and his deputy also have the capture power without a warrant in the state for any crime (except for certain traffic offenses) committed in their presence or views. Jurisdiction The Harris County Sheriff's Office often overlaps with several other law enforcement agencies, among them Texas Highway Patrol, eight Harris County Police County, and several municipal police agents including the city's Houston Police Department. The job of a Texas sheriff generally involves maintaining a county jail, providing court officials to district and county courts in his area and serving the proceedings issued by the court, and providing general law enforcement services to the population. History
John Moore was sworn in as the first sheriff of what was then called Harrisburg County (later renamed Harris County) in February 1837. Among the oldest law enforcement agencies in Texas, the department has grown from a single man riding a horse into a modern agent with 3500 employees, including more than 2,500 officers are inaugurated.

Controversy and violation
Search Charnesia Corley body cavity
On June 21, 2015, Charnesia Corley, 21, was sealed by Harris Sheriff's department officers at about 10:30 pm in Houston for running a stop sign while driving to the store. During the traffic stop, the deputy reportedly smelled the marijuana in Corley's car. Corley was arrested and his car was searching, but no marijuana was found. The deputy then summoned two other officers, both women, to search for Corley's body cavity. The female officer then continues the manual search of Corley's vagina in public. The Harris County Sheriff's Office alleges that Corely approved the search, which Corley denied and proved that officers used violence and threats of violence to conduct illegal searches, and compared the treatment with sexual assault. Officers eventually found 0.02 ounces of cannabis in Corley's possession (though they did not specify where it was found) and he was eventually accused of arresting the arrest and possession of marijuana, both of which were minor crimes; Corley has no previous criminal record. On August 5, 2015 Corley is currently planning to file a complaint with the Harris County District Internal Division.

Promotion to the sergeant range through captains is done through a civil service testing process that includes written exams and oral review boards. Deputy head and department are appointed by the sheriff.
Backup Command
The HCSO Reserve Command is the largest sheriff's reserve organization in Texas and second nationally only to the Los Angeles County Sheriff's Department. Other departments across the country have copied the HCSO Reserve program as an effective way to increase available personnel without capital spending. The monetary savings from the HCSO Reserve Command to Harris County total more than $ 100 million over the last 40 years.
HCSO Reserve Deputies have the same training, legal authority and responsibilities as full time HCSO deputies except that they voluntarily provide their services and do not receive monetary compensation.
Deputy Reserve works in all areas of HCSO, including Patrol, Criminal Warrants, Criminal Investigations, Fugitive Transportation, Tactical Treatment, and Marine Patrol, to name a few. About 200 residents from all walks of life today form the Reserve Command of the Harris County Sheriff's Office. They include engineers, mechanics, doctors, corporate managers, and lawyers. Some previous reserves worked as regular law enforcement officers and many deputies routinely started their careers as deputy reserves.
Deputies in the HCSO Reserve Patrol Bureau work to oversee 5 patrol districts in unrelated areas in Harris County. This area has a population of about 1.5 million inhabitants, and continues to grow.
When new deputies are deployed to patrol, they enter a field training program that trains them to carry out all the duties of solo patrol representatives, including, but not limited to, traffic accident investigations, arrest procedures, answering calls for services, publishing traffic citations, and preparing violation reports. Deputy patrol patrols who successfully complete a field training program can work patrols alone as a one-man patrol unit. While on patrol, the reserve patrol deputy answered all kinds of calls and had the same task as a full-time duty, paid patrol deputies.
In addition to normal tasks, reserve patrol deputies regularly deal with certain crime problems by executing proactive initiatives in specific areas. Past initiatives have targeted crimes such as drug trafficking, gang activities, street racing, DWI enforcement, and bar breakdowns.
Deputy experienced backup patrols also serve as instructors, Intoxilyzer operators, firearms instructors, and field training officers. Several deputy patrols joined HCSO Mounted Patrol and patrolled horseback riding on special events and parades.
In 2012, deputy backup patrols responded to over 15,000 calls to service, wrote over 900 infringement reports, issued more than 500 citations, conducted more than 200 arrests, and conducted more than a dozen patrol initiatives.

Correction facility
The number of prisoners in prison has increased since the Texas Legislature cut its community mental health service fund by $ 400 million in 2003. Between 2004 and 2009 Harris County prison populations increased from 7,648 to 11,546. From 2003 to 2011, the number of full-time psychiatrists increased from three to eleven. In 2011, 25% of detainees needed mental health services. Among them, 90% were previously placed in Harris County prisons.

The Harris County Sheriff County Correction Facility is located in Downtown Houston, all within one block of each other.
1200 Jail
The 1200 prison (located at 1200 Baker Street) opened on 23 January 2003. The 1200 prison has the Sheriff's Department administration office. The building has 603,000 square feet of space (56,000 m 2 ), and has a parking garage of 100,000 square feet (9,300m mtpl, 2 ). The facility, which has 4,156 regular beds, 124 beds for the Medical Division, and 96 beds for MHMRA, is a deep American football field and two long American football pitches. 430 deputies and sheriff detention officers worked at the facility. This facility is a center for classification of inmates. Each floor has a counseling room, an MHMRA inspection/interview room, a function room, a recreation area, a triage room. The fourth floor accommodates women. The sixth floor has a law library and vocational rooms. Prisons offer New Options, substance abuse programs. Prison 1200 includes large medical clinics, dental facilities, health rooms, mental health facilities, pharmacies, x-ray facilities.
701 Jail
The 701 Prison (located on 701 North San Jacinto Street) is one of the largest detention facilities in the United States. The 701 floor prison 701 has 4,144 inmates. Prison 701, originally a five-story building to be used as a cold storage warehouse, opened in the late 1920s. The Houston Terminal Warehouse and the Cold Storage Facility are always busy throughout its history. In 1989 the county completed the planning and design phase of its new prison. The cold storage section was allowed to melt, and construction of the facility began in December of that year. The facility was gutted and two floors were added. The 701 prison opened in August 1991. Harris County stated that reuse of warehouses saved the county about $ 21 million. About 600 deputies and sheriff detention officers worked at the facility. The state assigns 701 Jail as a "Direct Observation" facility, where staff members monitor prisoners continuously for 24 hours per day, 7 days per week. In 2002, 701 Jail was America's second largest jail, with Los Angeles County Men's Prison from the Los Angeles County Sheriff's Department being the largest.
1307 Jail
Prisons 1307 (located at 1307 Baker Street), located east of the 701 Prison, was originally built as a state jail for the Texas Department of Justice. The building was originally housed by the Harris County Department of Control and Supervision. The building reopened under the Sheriff's office in 1998. In 2010 Harris County Sheriff's Office hired the facility. 1,070 beds of inmates are located on two wings. The state appoints this prison as a "Semi-Direct Observation," in which staff members monitor inmates in the dormitory area continuously for twenty-four hours per day, seven days per week. One lieutenant, nine sergeants, and 112 deputy sheriffs and prison staff detention officers. The prison also has a Farm Shop, a place where wild cattle seized by the Sheriff are kept.
Used facilities
The facility of 850,000 square feet (79,000 m 2 ) 1301 Franklin opened on 13 September 1982. The area built the prison due to the consequences of Alberti's lawsuit in the early 1980s. The prison, with 13 floors and a basement, has the HCSO administration office. The facility opened on 13 September 1982 and has the capacity to accommodate about 4,000 inmates. After the opening of 1200 Prisons on January 23, 2003, the former Franklin facility is no longer used as a prison. Currently the HCSO Crime Unit Scandal, Emergency Delivery Center (EDC), Warrant and A.F.I.S are housed in the building.
The 301 San Jacinto facility is a former prison. Prior to 1982, a portion of the 3rd floor had HCSO headquarters. Three floors accommodate inmates. The basement has a booking place, kitchen, laundry, and disposal. Komissari is operated in a room on one of the residential floors. Alberti's demands forced the county to build an additional prison. In 2002, 400 guardians were placed on the top four floors of the building. At the same year's administrative office, court/prison cell processing cells, and visiting facilities were in the basement.
