Domestic Security Division
The Domestic Security Division, which consists of the Port Patrol Unit, the Special Operations Team and the Bombing Force, serves departments and citizens by maintaining a state of alert for emergency response to critical incidents, terrorism and other security threats.
- The Port Patrol Unit The Port Patrol Unit is responsible for ensuring safe flow of critical assets through water passing through Norfolk Harbor. They also focus on recreation through state and city code enforcement.
- Special Operations Team The SOT is responsible for prompt responses ready for critical incidents beyond training and weapons capabilities of the patrol division such as hostage rescue, suspect raffle, tubular attack, active threat, high-/search warrants, narcotics search warrants, vehicle reductions, and maritime operations.
- The Bomb Squad The Bombing Force is responsible for providing a quick, technical response to calls for services involving real or suspected explosives and explosives; to provide additional resources to the Domestic Security Division; and to provide training and instruction to NPD in recognition, and responses to situations involving explosives.

The Central Records Division is responsible for the repository for criminal history, correspondence, fingerprints, photos, incident and accident reports, and all warrants.

Investigation Services
- Detective Division The Detective Division is responsible for investigating serious crimes and serious crimes committed within the Norfolk jurisdiction and for identifying, capturing and presenting offenders to the justice system.
- Deputy and Narcotics Division The Deputy and Narcotics Division is responsible for investigating cases involving narcotics throughout Norfolk City and consists of the Narcotics Unit and the Law Enforcement Unit.

Field Operations
Norfolk is divided into 3 patrol divisions, each consisting of three sectors.
- Unit K-9 The K-9 Unit is responsible for increasing the operations of the three patrol divisions through the complement of the dog team on patrol.
- Traffic Units Traffic Units consist of motorized, flagged, and unmarked patrol units. It also has control over the school crossing guards assigned to schools throughout the city.

As a matter of policy, the Department did not tell the public what if disciplinary action was taken against the officers.
In early 2011, Detective Robert Glenn Ford was sentenced to more than twelve years in prison for accepting bribes from criminals. Ford is a detective who questioned Norfolk 4 who was unjustly jailed for twenty years for rape and murder. Male lawyers say they are intimidated to confess by the police.
In January 2014, a woman was attacked by a Norfolk police dog, needing forty-three stitches. The police chief admitted that his officers were using excessive force and the city closed for almost $ 200,000. Four policemen left the department as a result of this attack but were never charged.
On May 7, 2016, Officer Justin Benson drove at over seventy miles per hour on city streets as he crashed into a car, killing his driver. The officer violates Department policy at the maximum speed to be used when responding to calls. He is not prosecuted.
In July 2016, the City agreed to pay one and a half million dollars to settle a lawsuit involving a drunk driver who was shot by a policeman. City does not recognize any legal liability in the settlement.
The clerk crashed
Since the establishment of the Norfolk Police Department, 39 officers have been killed in performing their duties.
